Gyarados evolves from Magikarp which costs Candy. It is vulnerable to Electric and Rock moves. Gyarados does not have the ability to learn the Fly move. Neither Pokemon learns Flying type moves naturally, while Gyarados will learn both Twister and Dragon Dance in its lifetime. Your Gyarados is just as likely to hit with Surf as it is to hit with Dragon Rage and much more apt to cause decent damage.
